Rules of State​

Every state organization must follow these rules to maintain fair, realistic and enjoyable roleplay.The purpose of these rules is to prevent abuse while giving state organizations freedom to create their own RP.

General Rules for State​

1.1 All state employees must follow state laws and the general server rules.
1.2 State employees must have a reasonable IC reason for using their authority against civilians or other organizations.
1.3 State employees may use weapons and force when reasonably justified by the situation.
1.4 State employees may use official vehicles, equipment and weapons for legitimate work purposes.
1.5 Searches of people, vehicles or properties must follow applicable laws and server rules and have a reasonable RP justification.
1.6 State employees may not use their position for personal gain outside of legitimate RP.
1.7 State employees may not intentionally abuse their authority, harass players or deliberately ruin RP.
1.8 State employees may use masks, undercover clothing and civilian vehicles when their role or RP situation requires it. Undercover status does not exempt employees from server rules.
1.9 State employees may not loot suspects or take confiscated property for personal use.
1.10 During major emergencies, state organizations should cooperate and assist each other when reasonably possible. If organizations disagree over jurisdiction or operational control, they should attempt to resolve the matter through IC communication between their respective command staff. Such disagreements must not unnecessarily disrupt ongoing RP, delay emergency responses, or prevent immediate action against an active threat. If the disagreement cannot be resolved, it may be referred to the appropriate oversight authority for further review, provided this does not interfere with the immediate response to an emergency.
1.11 State organizations may create their own internal regulations as long as they do not contradict server rules.

Government​

2.1 The Government is responsible for creating and maintaining state laws and regulations.
2.2 The Government may issue licenses, permits and other official documents.
2.3 The Government may conduct investigations, audits and inspections of state organizations when there is a legitimate IC reason and within its lawful authority. Such actions should follow applicable state laws and server rules.
2.4 Government employees may organize public events for citizens.
2.5 Lawyers have the right to represent suspects and request relevant evidence concerning their clients, subject to applicable laws, legitimate confidentiality requirements and server rules.
2.6 State funds may only be used for legitimate government purposes.

EMS​

3.1 EMS employees must provide medical assistance to players who require it, regardless of their faction or criminal status.
3.2 EMS employees may wait for law enforcement to secure a scene when an immediate threat to their safety exists.
3.3 EMS may establish internal hospital regulations.

LSPD / FIB​

4.1 LSPD and FIB may detain or arrest a person when there is a reasonable IC suspicion or evidence of criminal activity.
4.2 Police may search people, vehicles and properties when there is a reasonable IC reason and in accordance with applicable laws and server rules.
4.3 Police may use force and weapons when reasonably necessary to protect themselves or others.
4.4 Police may conduct investigations, undercover operations, pursuits, checkpoints and other operations when justified by RP.
4.5 Police may request assistance from other state organizations during serious incidents.
4.6 Police should not unnecessarily interfere with EMS responding to an active medical call.

Corrupt / Bad Employees​

5.1 State employees are allowed to play corrupt characters.
5.2 Corrupt employees may accept bribes, leak information, assist criminals, hide evidence and participate in illegal activities as part of their RP.
5.3 A corruption biography is required only when the corruption has a significant effect on the organization or server.
5.4 Corrupt RP must still create meaningful RP for other players and may not be used to justify RDM, griefing or deliberately ruining someone's experience.

Raids​

A raid is a large-scale law-enforcement operation against a criminal organization or property connected to serious criminal activity.
6.1 A raid must have a serious IC reason, such as a major investigation, hostage situation, terrorist activity, repeated serious crimes or significant evidence.
6.2 A raid should be authorized by appropriate senior state personnel.
6.3 The number of officers participating in a raid should be reasonable for the situation. There is no fixed minimum.
6.4 During a raid, state employees may search people, vehicles and areas relevant to the operation, in accordance with applicable laws and server rules.
6.5 Raids should not be repeatedly conducted against the same organization without a new RP reason.
